FURTHER ACTION.
1. I have now looked into the representations made
by Mr. L. Winch concerning his position in the
Hong Kong Police Force, which you forwarded with
your letter of the 19th May, and find that most of
the points he raises have already been fully
considered both by the Hong Kong Government and
myself. Nevertheless, as Mr. Winch seems to be
under some misapprehension, I cannot do better than
give you specific replies to the points made in his
letter.
2. On the question of recognition for pension
purposes of his Home police service, it would appear
that paragraph 4 of the Colonial Secretary's letter
(reference 5/1681/47C) of the 4th March, of which
letter Mr. Winch attached a copy in writing to you,
does not apply to him. The paragraph in question
is applicable to ex-members of United Kingdom County
and Borough Forces serving in the Hong Kong Police
and does not apply to ex-Metropolitan policemen.
Mr. Winch is an ex-Metropolitan policeman. He has
already been told that, for pension purposes, he is
regarded as having been temporarily transferred to
the Hong Kong Police. This means in effect that,
on his subsequent retirement from the Colonial
Service in pensionable circumstances, he will be
